This 27 page document is the project proposal to expand upon CARE’s VS&L philosophies and is proposing to the Bill and Melinda Gates Foundation a VS&L project to be implemented in the rural areas and urban slums of Malawi, Mozambique, Rwanda, Tanzania, and Uganda. The overall purpose of the project will be to enhance the livelihood security of the five million poor people in these sub-Saharan African countries. Areas of interest within the document include the project’s four objectives, the potential risks, and many appendices that show demographic information, milestones, a budget, and a potential timeline of events.
